^**mc4   **mc4    The following additional notes include suggestions on how to set up and manage the foundations so that, first and foremost, they serve the public interest and not the politician's special interests.    

You will notice that the suggestions below are simply playing the bureaucrat's game in reverse.   Instead of allowing the government to bleed the pubic for money, the politician are simply being given what they themselves have been dishing out for years.

Parking Fees:   Any municipality that collects money for parking fees and parking fines shall have its funding from the foundation reduced by the the amount of the gross income from paring fees, fines and all other related income.   

Unnecessary Street Parking Restrictions:   Any municipality that unnecessarily restricts street parking and that even appears to causes drivers to park in fee-collecting private parking garages 

(as is presently blatantly displayed on Bellanca Street, between Century Blvd. and 96th street, near the Los Angeles, California airport)   

shall have its funding  from the foundation reduced by $3,000 for every unnecessary parking restriction.   The foundation, with assistance form its traffic flow and traffic safety agent shall make the distinction between restrictions for safety and traffic flow and unnecessary restrictions.  

The Bellanca Street Example:   Bellanca street is a side street with very little through traffic.   The street is so wide that diagonal parking could easily be accommodated on both sides of the street and still have a very wide traffic-flow section in the middle.  A fee-collecting private garage is located in this block on the east side of the street.  Several major hotels that hold conventions are within easy walking distance.   Each hotel has a fee-collecting parking facility.  We'll let you draw your own conclusion about why the street parking is restricted,   Photos of this street will soon be available on this site.

Foundation  Management:   Each Foundation is to be managed by an independent board elected directly by the residents of the county.  Directors are elected for a six year term.  One third of the board members are elected every two years.   Existing board members must pass an approval test by the voters every two years:

Disbursing Foundation Funds:   The foundation's board of directors offers a list of suggestions about how and where the money should be spent.   Prior to spending the money, each spending project must be approved by a popular vote of the county residents.   

The voters get to choose between these four options;  Spend 100%   Spend  66%   Spend 33%   Spend  o% on this project.  Which ever percentage receives the most votes  is the percentage of the available money the project gets.   Funds not disbursed are irrevocably transferred into the foundation's investment portfolio and thus, are no longer available for disbursement.   

Pay As You Go:   Unlike the government, the foundations have no printing presses with which the print fake (fiat)  money. **m2      And as clearly stated in their bylaws, the foundations are prohibited from deficit financing for any reason whatsoever.

Responding to Critics:   When critics claim this to be a cumbersome system, ask, "What special interests are paying for this objection?"  Do you have any conflicts of interest that are influencing your objection?   If so, what are they.  Then suggest comparing the new system with the existing funding-allocation system.   We suggest using the above mentioned 30,000 Los Angles extortion letters as an example.

**m2  **m2   Fiat Money:     The Government's fiat money is a gloried form of "Monopoly" money.   It's make-believe money.   It's nothing more than bookkeeping ledger entries or paper money which the Federal Reserve creates on their printing presses with absolutely no supervision.  The real value in this money is zero, zip, nada,  nothing.   It steals its value from the money already in the economy -- from the money in your wallet,  in your bank accounts, and in your retirement investments.   

The Finance industry then charges its customers hard-earned, interest money (money created with blood, sweat and tears)   for the use of this non-existent, make-believe money that they (the bankers) simply plucked from the air or printed on the Federal Reserve's counterfeit-money printing presses.   With this make-believe money, the bankers  control, dominate, and milk the people for real money.  

Here's how the scam works:  You and I, small business owners, and the general public borrow their money.   We work diligently to produce goods and services and then we give/pay some of our real goods and services to the lenders (in the form of money) as payment for the use of their non-existent money.   Then while we struggle to survive, the  super-wealthy then live extravagant lifestyles using this stolen wealth.   This technique for milking the public for money  has been going on for so many years that it's considered normal and almost nobody questions the validity of the system.
